You are right Yoneda makes sense but there's one more factor he forgot to include that people always choose the path of least resistance. As for the second part I am also confused as to why they let the boy go after restraining him. I mean they could also have just knocked him out and than tied him. There's three of them and one of him so they could've easily made one person a decoy and let that person lead the arrow while 2 of them capture the kid I mean the white arrow was gonna give up the chace after 60 meters which is a really short distance when you fly faster than the speed of sound.

It's not really a plothole. They don't have White Arrows and Nakaumi has one. The white arrow will always hit it's mark. Also police officer let go of Nakaumi since she would have been killed by his white arrow if he would get his hand free during the pin.
